Using an Apple Music account without an Apple device

My wife has an Apple music account. I have an Apple music account. We only have one apple device atm, an iPad. The other one is not working, i.e. needs repair or replacing. The apple music account that is logged into the iPad works fine. But the apple music account that is not logged into the ipad will not work on a non apple device, an android phone. The apple music app works but the account does not show the apple music subscription. Just shows the sign up screen? So, can you only use an apple music account on a non apple device so long as its currently registered as active on an apple device?
