Can't edit chords on global track

I've pasted in the chords from another project I was working on because I wanted to start from scratch with almost the same chord sequence but a few changes. When I double click on a chord, or control click and choose Edit Chord, it doesn't open the drop down, it pings backwards seemingly randomly to a different point on the workspace.

The chords on the project I copied them from are still able to be edited normally.

Nothing I do seems to work and it's driving me crazy. Is it a bug? Does copy and pasting them lock them somehow, or something?
