How can I add a bank card in Apple Wallet despite region settings?

i am stay in Oman. i want to add my bank debit card in apple wallet. but when i want to add this its showing "cannot add cards- the region setting for this device cannot be used with apple pay". but change everywhere my region in Oman. then also its not working. i need help
