WiFi calling disabled with OnStar after upgrading to iOS 18

Since ios upgrade to iOS 18 (now on 18.3.1) I cannot wifi call on OnStar. I can, however, wifi call from every other home/office/airport network. I have talked to all companies involved and the only connection to my problem is the upgrade to 18. I have purchased new iPhone and a new GMC truck...and the same problem persists.

Error message on the phone: "NO NETWORK CONNECTION connect to a Wi-FI network" when making a wifi call. SMS doesn't work either.

Do you have a 3rd party VPN installed, even if you are not using it? If so, delete the VPN profile in Settings/General/VPN & Device Management/VPN. Don't just turn it off; delete the profile. If that fixes it, you can try reinstalling VPN. However, VPN actually reduces your privacy, it does not enhance it.
