It’s a well documented phishing attempt by scammers. Just block the sender and delete it.

Suspicious Apple Pay pre-authorization text on iPhone I received a text that that my Apple iCloud id was recently used at an apple store in CA. An amount was given by apple pay pre authorization. I am given a phone number to call, which I have not done. I have never used apple pay and don't know if it is activated on my phone. I am suspicious of the text.
