Transfer iPhone 7 to IPhone 12

Already transferred info from iPhone 7 to iPhone 12, then found out iPhone 7 has to be software 16, found out it was discontinued for software upgrades 15.8.3, can’t make phone calls out, but does receive phone calls is there any fix to cellular data that is the one that needs to be updated from iPhone 7 to work from iPhone 12?
