why does my iPad pro get a ring of colored lights come on randomly around the edge of the screen? I have looked for other warnings but none come on (i.e. new mail, security camera software) but can't find any correlation.

It might be the new Siri animation. Invoke Siri (press the power button) to confirm you see the same ring of colors.

As described, you have likely summoned Siri - and your iPad is waiting for a voice query. The mult-coloured screen border indicates that Siri with Apple Intelligence is "listening" for a voice query or instruction.
A single sustained-click of the Top (Sleep/Wake) button will trigger Siri input - accompanied by a chime and appearance of the coloured border.
