How can I create child account aged 14-18 for Family Sharing?

I'm attempting to create a child account for my teenager but when I attempt to set her birthday the UI limits me to choosing a year a maximum of 13 years ago. Are 14-18 year olds not eligible to hold child accounts in Family Sharing? How do I work around this UI limit to create an account?

You can't create an account for someone over 13 directly in the Family Sharing settings, but you can just create a regular account, set it to whatever age you need, invite it to the Family Sharing group and apply any restrictions you want through Screen Time.

But, I will note it is unexpected by a user and creates unnecessary hurdles to adding a child account. It would be nice if it worked directly from the Family Sharing settings up to whatever Apple considers the maximum age for a child account.
