Visual Camera Control not opening with Image Playground on iPad

Camera Control and Visual Intelligence are only available on the iPhone 16 lineup. In the title of your question you mention iPad, though at the bottom of your post it says that the device your question is about is an iPhone 16 Pro Max. Assuming that you are asking about your iPhone 16 Pro Max, here are some tips to get Visual Intelligence and Image Playground working.

• Make sure that you are on the latest version of iOS, Visual Intelligence is only available in the latest updates. Update your iPhone or iPad - Apple Support

• If your Image Playground app is installing required components, you must give it time to finish installing. Make sure your iPhone is connected to a Wi-Fi network, and is connected to power. The components will only download when those conditions are met. Usually if you give your iPhone a night connected to power, the components will download.
