Unable to use Face ID for iTunes & App Store downloads

as of a couple of days ago my app store stopped offering the option to use face id, Ive tried changing the settings to turn face id on but theres no option to turn face id back on

Settings/Face ID & Passcode and turn on the switches for Face ID. If they are already on, turn them off, then on again.
