iTunes 12.13.4.4 Drag and Drop Error, Windows 11, Feb 2025

The drag and drop function in iTunes version 12.13.4.4 on Windows 11 suddenly stopped working this week. I can still play songs in iTunes, but can't drag and drop them to ANY device (iPhone 14, iPhone 15, and an older iPod). When I try to select and drag a song/album over to a device, a red stop sign logo appears, and the song/album doesn't drag over.

From old similar threads dating back 10 or more years, I have already verified:

  • iTunes updated to most recent version (12.13.4.4), after uninstalling and reinstalling
  • iPhone was restored and the iOS is verified to be up-to-date (iOS 18.3.1)
  • Restored PC laptop to earlier version of Windows 11 from January 2025 (when iTunes worked fine), as I wondered if a recent Windows 11 update KB5050094 was the issue
  • "Manually manage music and videos" is checked in iTunes
  • Full Control in Security under iTunes.exe permissions for both user name and administrator
  • All devices have Music "Sync Library" (or iCloud Music Library on the old iPod) unchecked, to enable manual drag and drop

Please help, very frustrating!
