Calls going to voice mail
Some calls go to voicemail without the phone ring. These calls are not blocked numbers and phone is not on sulent

While I haven’t had this issue recently, in the past I called my cellular service provider and after about 10 minutes they ask me to restart my iPhone and it’s back to normal.
There is a new feature in iOS 18 that if enabled sends unknown callers to VM. You can check here,
iPhone > Settings > scroll down > Apps > Phone > Silence Unknown Callers > disable, if it is off, momentarily turn on and then off again.
