Does turning off Apple Intelligience affect text messages from showing as RCS

No, not at all. Apple Intelligence has nothing to do with RCS.

RCS is a service provided by your carrier. Open Settings App. Scan all the way down to the bottom and tap Apps. Look for Messages and tap it. Look for RCS and make sure the switch is turned on.
Contact your carrier. They are the ones who provide RCS service. This doesn't have anything to with the most recent update. I have the most recent update and RCS was not affected at all. For reference, my carrier is AT&T.

It is on ! That’s why I can’t figure out why it still says SMS and not RCS
I wish I had never installed the last iOS update !
