While using my Ipad two days ago, I was disconnected from cell service and got a message that my Ipad needed to be updated before using. I updated, and my screen has the message Verifying Update and I cannot do anything else. I have already tried the volume and side button more times that I can count. Is there some other kind of reset?

You are only permitted to update to the latest iPadOS version your iPad supports. At this time, if your iPad is reasonably new, that version is 18.3.1.
That is the update that I installed on my Ipad.
Sorry responded improperly, that is the update that was installed, still trying to verify, and will not let me do anything else.
