I have just restored to factory settings and still keep getting the message “Safari could not open the page because the server stopped responding “. I can send and receive texts, emails, etc but cannot go to sites on Safari or Google

Are you connected to Wifi or just using cellular? If just cellular, have you gone to Settings > Cellular and turned on the switch for Cellular Data?
What happens if you type 142.251.35.163 into the address bar of safari? It's Google's IP address. If that works then you've got a DNS issue.
