I'm really concerned you use the term 'invoice' in your post.
Apple do not issue invoices for AppleIDs. Apple IDs (or Apple Accounts, as they're now known) are freely available.
There are services you can purchases aligned with your Apple Account (such as additional iCloud storage), as well as purchases on the App Store that are associated with your account but, again, these are not typically invoiced.
What bothers me is that there are a number of scam artists out there that send fake invoices and fake claims of accounts being locked, with a goal of scamming innocent users out of money.
I've also never heard of an Apple Store issuing a receipt for Apple ID payments.
So the question is: what makes you think your Apple Account is locked? What "invoice" do you have that demands payment, and for how much?
