No problem, it's a small but important download for everyone.

You're not addressing Apple here, and we, just users like you, are not aware of Apple plans/decisions.

You should always aim to install system software updates as they become available - as many, including the iPadOS 18.3.1 update, include essential security patches that protect both your device and your data from compromise.
Hello~ All my devices are kept updated and none have ever been “damaged” by an update. The update may significantly change some aspects such as how things like Photos work for instance. Why do you ask specifically about damage?

Can an update damage the iPad forever?
Installation of a system software update always carries a very small (but not zero) risk of a system corruption. Be assured that the instances of such failure are rare.
The risk of your iPad or data being compromised through exploit of an unpatched system vulnerability is significantly more acute than the likelihood of an irreversible hardware failure occurring during installation of an update.
Arguably the most common cause of terminal update failures is a power failure occurring during installation. This risk is mitigated by ensuring that (a) the iPad battery is fully charged - and (b) the device is also connected to its Power Adapter throughout the update process. Having two good sources of power ensures that in the [hopefully unlikely] event of a battery failure, an installing update will not fail due to a power issue.
To reiterate, you are strongly advised to install system software updates that include security updates soon after their release.

That’s fine, and I agree, but only when Apple doesn’t decide to change how we view basics, like photos. Who, the heck beta tested this and told them, it was ok? I have resisted updating (which I, seriously, do not like to do) because of a change that really, truly, was unnecessary. Do ipadios18.3.2 and allow users to keep the old photo app or simply easy tabs for date filing.
Because I'm Skeptical Of Whether The Damage That Happened To My Old Pencil Was From Apple's Updates ,And I Changed The iPad Because Of This Damage And it’s problem was charging.
Hello again ~ The Apple Pencil if left uncharged for any length of time the battery can be depleted quite easily. Nothing in an update would cause that issue.

Thank you.
