How to recover old voice memos from iCloud backup on iPhone?

Hi, I've been trying for a long time to try and retrieve old voice memos. An update must have happened and a setting changed to delete over 30 days? I have now changed that and have the 'recently deleted folder' but I've lost all my old voice memos (ones where my kids were little and a recording of a babys heart check from hospital) My voice memos are showing as backed up to icloud, but i cannot find them on icloud.com.

Where do I find this please? or can I check and old back up of my phone/icloud? I've been trying for over a year on and off. desperate for help now. I thought I needed a laptop to look on itunes, but cant see anything there, so started looking on icloud.com, voice memo button isnt there, even though it shows in my icloud back up.
