• Cancelling Subscriptions
• Add a payment method based in your new region in order to use that App Store. The region of the payment method must match the region of the device. That is how Apple determines you are using the correct App Store.

I am afraid that the Apple Community cannot do that, and the only way to remove that money, to my knowledge, is to spend it as it is not in your bank account.
