Rewind using EarPods on iPhone Podcasts app very slow

I’m using wired EarPods with Lightning Connector on an iPhone XS.  Skip backward (press the EarPods center button three times quickly) used to rewind the podcast quickly, but now it loafs along at 1x or 1.5x rewind speed for three or four seconds before slowly accelerating to a moderate rewind rate.  This behavior has existed for a month or so, and I’ve tried this with two different sets of AirPods on three different iPhones and the result is the same on all of them.  Before a month ago pressing the center button three times and holding for two or three seconds would rewind ~30 seconds of podcast.  Now it is frustratingly slow.

Is there something wrong with my hardware, or did something change in the Podcasts app to drastically slow down the rewind and fast-forward rates when activating through the EarPods press three times command?
