Can‘t activate iPhone 12 - Update required

Hi, I just got a new iPhone 12, but I can't activate it. I keep getting the message: "Unable to Activate. An update is required to activate your iPhone." I've tried:

Restarting the iPhone,

Connecting to Wi-Fi,

Removing and reinserting the SIM card.

How can I fix this issue?
