You are not speaking to Apple on these forums, we are all end users just like you. Apple is simply the forum's host, they do not read or participate in these forums.
You can sell your M2 based MM yourself or perhaps use Apple's trade in program if there is an online store for your country. Please go to Apple's website and if there is a trade in program you will find it in the section you use to buy a MacBook Air. There is no exchange program per se, however there may be a trade in program.
