Restoring itunes library from external drive

I moved my library to an external drive and have been using itunes that way since my pc has been restarting erratically. I got a new PC (HP 15.6 inch Laptop PC 15-fd0000) and tried restoring the library from the active external drive using this guidance Move your iTunes library to another computer - Apple Support

However, the files are not found and the playlists did not come over. Confusing, because I plug the external drive into the old PC and everything is there in itunes. But I plug into the new PC and no go. What am I missing? How can I restore my library from the external drive?

See Move your iTunes library to a new computer - Apple Community. Similar advice to that from Apple but covers some details they may gloss over. Playlist should come over if you've correctly migrated the .itl file. File not found errors can be expected if the library wasn't in a portable layout before the move and you haven't replicated the folder structure and paths exactly.
