How to resolve persistent 'application is accessing your screen' notification on Mac?

see photo below. i can not get this to go away no matter what i have tried. if i click it it goes away for 1-5 seconds then reappears, which as i am typing this continues to take away focus from chrome... when i click into it all it does it takes me to the the screen recording & computer audio recording privacy settings (which app has needed permissions, which i want it to have) yet it never goes away
