Apple Music family plan not sharing with kids

I subscribed to Apple Music family plan to share with my wife and kids. My wife and my kids are already part of my apple family and currently sharing iCloud+ and working.

In subscriptions, every member shows that they have access to Apple Music, but only my wife has Apple Music plan working. The kids all ask to subscribe when opening Apple Music.

I verified that they are in same country in iPhone settings, I’ve removed them and added them back, I’ve signed out of media and signed back in several times, nothing works. Can it be an age limit? Kids are 10, 12, 14, 16 and all of them I’m not able to make it work. We are in Canada. Thanks
