Can't Delete Apps

For background, I have a new Mac mini 4 pro and an external 4tb drive with usb4 connection formatted with APFS (non-encrypted, not case sensitive). I did a reset of MacOS to start fresh, created a local 'admin' account, not attached to an apple account. After initial login, I created a second user account 'newadmin', set it to admin, set the home path to said external USB drive (/extdrive/Users/newadmin), logged out of 'admin' and logged in as 'newadmin' with the home directory now on the external drive. Logged into apple account etc and began setting up the new account.

I went to install Steam and inadvertently installed Steam Link. Went to finder, Applications, found Steam link, selected move to trash and I got the following error:

The operation can’t be completed because some items had to be skipped. For each item, choose File > Get Info, make sure “Locked” is deselected, and then check the Sharing & Permissions section. When you are sure the items are unlocked and not designated as Read Only or No Access, try again.

Couldn't find anything to be blocking it so I tried a few more things. I went into the terminal and did an lsof and that directory isn't listed at all (lsof | grep -i steam). I went to the application home directory and WAS able to delete it using 'sudo rm -rf Steam Link.app'. I thought that was odd so I reinstalled it. I was also able to go into LaunchPad, find the app, and Option delete it. I reinstalled it again, but I still couldn't delete it by moving it to the trash.

So at this point I logged out of the newadmin user, logged back into admin, went to Finder, found the app, move to trash. No problem deleted immediately.

I also tried all of this by creating newadmin during initial reset (I'm on my 3rd full reset now), logging in, changing the path of the that first user, rebooting, and same effect.

The best I can tell is that something is different about a user with a home directory on this external drive or it is trying to write something (I assumed like trash or something) to the external drive and it was just blocking and giving the error.

Any ideas?

There can be many issues when having your home directory moved to an external drive. It has been reported by users and must be done very carefully but since the Apple OS is very finicky (and only getting worse) is not recommended to do that. The most efficient process is to clone your internal to an external which works great but then you cannot use certain features like AI. The best practice (in my opinion) is to leave your home directory on the internal and just move large directories like Photos, Movies, Music, etc. to the external.
