Can I transfer my Apple Books license to another device or app?

I understand from searching here that I have purchased a license to read a book in de Apple bookstore. This license is bought from the publisher of the book, not from Apple itself (if I understand correctly). As I do not like to be locked in on this kind of media I am wondering if I can take that license to another device or app to read the book there? If not, I will not buy books from the Apple bookstore.

Books purchased from Apple's Book store can normally only be read on Apple devices via its Books app. So if you want to read books elsewhere, you do need to buy them from a different store. On the other hand, books bought in other stores can normally be read on Apple devices via special apps for those stores, e.g. the Kindle app for Amazon.
