If you turned on Optimized Storage, then you instructed your device to delete apps when storage space becomes constrained. It is turned off by default, so that is something you would have had to turn on yourself.

Have no idea what region you have set for your Apple ID or your current location. That will make the difference on whether you can download the app or not.

If you are in the US or your region of your device is set for the US, your only option is to access it on the wen using Safari. You can contact your Congressional Representatives for anymore information about the law they passed.
