Highlight and notes not syncing from iPad to iPhone in Books

Why doesn’t the highlight and notes that I put while studying on my iPad sync on my iPhone even though in the settings both syncing options are turned on ?

How to export all notes and highlights from Apple Books in one time ? After upgrading my iPhone to iOS 16.0 (I am now using iOS 16.1), I cannot export or extract all notes and highlights from Apple Books in one time any more. I have also tried to export the notes and highlights one by one but it does not work properly. Sometimes, it exports the highlight only and ignore the notes. This happens about 50% (or 5 out of 10 times). iOS 15 did this very well and accurately while iOS 16 fails to do so. Is there any way to export all notes and highlights from Apple Books in one time, instead of many times (one-by-one) ?
