I have my music stored on an external drive on my PC. I used to connect my phone via iTunes. It now seems that all my music and playlists have disappeared from iTunes and they are not on Apple Music. I do not subscribe to Apple Music but would like to listen to the music I have stored from music I have on CD or downloaded.

Go to settings (top three dots on the left)->files->Media folder location.
For itunes, you'll want it to be set to "C:\Users\YOUR_USERNAME\Music\iTunes\iTunes Media" if you were using itunes, or to wherever you have your old itunes library.

If you installed Apple Music and your iTunes library wasn't correctly transferred into it then I would uninstall whichever of Apple Music, Apple Devices, and Apple TV you have installed, at which point iTunes should work normally again. There are no tangible benefits to the new apps.

That gets my music into Apple Music but doesn't bring over the playlists I had in iTunes.
Music and playlists previously syncing through iTunes are not on Apple Music.
