If you have dragged the Bigger (A+) or Smaller (A-) icons to the Pages Toolbar from the View menu > Customize Toolbar… panel, they will remain inactive until you have selected text for these tools to act on.
I do not clutter the Pages toolbar with A- and A+ because I don't care to mouse higher in the application to use these toolbar buttons when the Text panel's Font size increment buttons are easier to reach and still require the same number of clicks to change the text font size.
The A- and A+ were just examples of greyed out icons. In a Pages document I selected text as suggested, attempted to customize the toolbar, and a majority of icons remained grey and couldn’t be moved.
Be specific, not unimplemented examples, about what is selected in the document and the inactive installed toolbar item.
