So when you make a call, you usually here the phone ringing.
currently it is just dead air till the person you have called picks up. Now I have tried this with just the phone, with speaker, with air pods all the same result. All the other answers are regarding an incoming call, this is an outgoing call issue.

That sound you hear when calling someone is called a ringback tone and is generated by your carrier. Contact them for help with this.
Just to clarify.
Not a ring back tone when you make a phone call, you hear the phone ringing on your end, usually till someone picks up. That is now just silence.

no issues found.
updated to 18.2.1 and issue is now resolved.
