If you're in the U.S., you will not be able to re-download TikTok or any other Byte Dance apps.

TikTok was banned by the US government. Apple as such, had to comply and remove it from the App Store. If your Apple ID is set to the US, you won't be able to install it, until the issue is resolved and the Government allows it to return.

That is because TikTok has been banned in the US. With that major tech companies such as Apple have complied with the law by removing it from their App Stores to avoid ruinous fines and potential legal liability.
