I think you've answered your own question, and that is yes, you can.

I suspect that the issue was that if you have Apple Music, Apple TV or Apple Devices installed, it effectively takes over and makes it difficult or impossible to put music that you've purchased onto a device. (I know, madness.)

As well as putting music that originally came from CDs onto your iPhone, you can add purchases from the iTunes Store, Amazon, Bandcamp etc. In other words, MP3s from online sources can be added to your phone, via iTunes.

To add to the comments from the fiend if you want to fully utilise the sync capabilities in iTunes you must remove any of Apple Music, Apple Devices, and Apple TV that are installed. When any of these are present iTunes is crippled such that it only shows media sections for audiobooks and podcasts, and its device management features are disabled.
