Tiktok and Capcut are now unbanned but when I tried to go to the app store to download Capcut again (because I deleted the app not expecting it to be unbanned), the app was just not there in the app. Is it coming back in the app store for new and re-downloads?

No, the law has not been repealed. Under the U.S. system of government, presidents cannot simply nullify laws passed by Congress and upheld by the Supreme Court simply by issuing an Executive Order.
The deadline for Byte Dance to divest itself of Chinese investment has been extended. The fines for companies like Apple and Google if they allow people to download the apps are still in place.

You will not be able to download it, because the fines that have been put on both Apple and Google for allowing a download have NOT been repealed.
Since that is the case, you can only use a previous downloaded app.

Regardless of the brand of phone that you buy, you cannot legally download any ByteDance apps in the US at this time. Congress passed a law and the US Supreme Court upheld the law banning ByteDance apps in the US. The fine for allowing a user to download one of the ByteDance apps is $5000 per download.
I'm so mad at myself, I had a subscription, then deleted to do a reset forgetting it was banned, and now I can't find it. Is there anyway to recover a deleted app, I can't find it in my iCloud cache. So bummed. Wondering if someone forwards the app to download if that would work?

Sorry, but you cannot recover a deleted app. Apps are not stored in iCloud. You also cannot send an App to another person. Sending a link to the app, is only a link to the App Store where it would show that it is not available.
