iPhone 11 won't turn on for erasing

The phone has to be working to be erased, no matter how you choose to erase it.

See if you can get the phone working again by making an appointment at the Apple Store or taking the phone to an authorized Apple service shop. You can find a list of authorized shops in your area by using this link:

You can remotely erase your device using the Find My app on another device or at iCloud.com/find.

But if the iPhone cannot be powered on, these commands will never be executed.
