Screentime, our children learnt another workaround

Hi, one of my children began using a new workaround a week ago which involves region and I can’t find a way to block it.

Is there a way to turn off settings completely and allow parts of it instead of blocking parts of it?

It’s getting tiresome, me and my wife have been battling numerous workarounds since screentime came.

Is there perhaps some other application that can be bought from AppStore to replace screentime that doesn’t interfere with family sharing?

The device in question is running iOS 18.2.1
