CD music not available on iPod

I'm working from a new Windows 11 computer with the latest version of iTunes and an iPod touch. Upon syncing my music collection, I find that the iPod will not recognize music I burned from CDs, stating "This song is not currently available in your country or region."

My region is set to my country. I've tried to play these songs on iTunes itself, and they'll play there without any issues.

I do not have an Apple Music subscription, nor do I want one.

The items apparently on the device are corrupt in some fashion. The error message is a red herring. Remove the affected tracks either piecemeal or en mass via Settings > General > iPod Storage > Music > Edit... then sync fresh copies to the device. Repeated syncing on its own won't fix anything.
