If your country is on that list then post back with complete information. Can your device connect to the Internet? Is your device managed by a workplace or a school?
i’m in US, the appleID used to work with my Apple Watch soon after I bought a new iPhone 16 pro, it wasn’t able to pair the the watch, it said needs to have two factor authentication but it’s not available for this Apple ID. Of course able to connect internet. My device is not for workplace or school, it’s personal use.
It does not matter where you are physically, it matters to which country your account is set.
