iCloud is syncing old obsolete passwords and deleting new active ones.

Two Mac M1 Mini's, Sequoia 15.1.1.

Yesterday I set up iCloud to sync the passwords on two Mini's, one with some old obsolete passwords and one with all currently used correct passwords. It's installing the old passwords and deleting the currently used correct passwords. I thought sync means: use the latest passwords on all devices. This seems like a total disaster. Today I can't sign in to places on the web and my keychain is now populated with some OLD wrong passwords. How can I recover? How could sync EVER use old passwords and delete new passwords?
