My unanswered calls somehow going to my partners iPhone have checked call forwarding nothing also reset network still no luck we don’t share Apple ID or iCloud so I’m stuck to find the cause why this is happening

Are you sharing an Apple account?
How are you sure they are forwarded calls? The person who couldn't reach you might have tried calling your partner instead.
Because the person that called had tried to call me not my partner it’s my mobile they tried to call not my partner phone number.
TiltedTim is exactly right. It sounds like you’re sharing an Apple Account (formerly known as Apple ID). If you’re not are you sharing calls on nearby devices in Apple Settings app?
I don’t share any Apple ID or have other devices connected
Have contacted you mobile cell provider to inquire if it’s on their end?
