I upgraded my IOS to 18.2.1 per APPLE's instruction. Unfortuntely, my HEY SIRI feature no longer works. I have turned the phone off and on and made sure HEY SIRI was listening in my SETTINGS
It will listen and respond if I hold down the power button but won't listen otherwise. Help please.

This solution did not work even after rebooting multiple times. It doesn’t allow me to toggle on the “Listen for Hey Siri”

Do this:
Settings > Apple Intelligence & Siri > Talk & Type to Siri: Turn it off. Then turn it back on to Siri or Hey Siri and you'll be asked to repeat various phrases on your iPhone screen, which once completed will restore your ability to wake Siri by saying either Siri or Hey Siri.
I have now helped a number of people with the same issue and it worked for them all.
