Bluetooth will not turn off

I am having some issues with muy bluetooth turning off. I have never had this issue before but now when I try to turn it off I receive this message:

"You cannot control your computer if you turn Bluetooth off at this time as you would lose your input devices."

The thing is I use a USB keyboard and mouse, I have been for years. The steps I have taken to try to resolve this issue:

  1. I went into the 'Terminal' 'sudo pkill bluetooothd' This worked for all of 5 seconds
  2. I've reset the NVARM/PRAM
  3. I booted the Mac up in 'Safe Mode' to turn off the BT, but that did not work; the same error was shown.
  4. I have updated and reinstalled the iOS
  5. I deleted the BT preference file and reset my Mac to generate a new one.
  6. I ran a diagnostic, and no issues were found (ADP000)
  7. I have created a new user profile to determine if the BT settings were profile base
  8. I went through my entire system settings to ensure no application was utilizing BT

Has anyone else been experiencing this? I have tired everything I could think of, if anyone has any ideas that would be so helpful.

Then the issue is not that BlueTooth is on, the issue is the computer is too slow and that is what you need to address. To begin, please do the following:

Why exactly do you want to turn it off? It creates no harm by simply leaving it alone.

I also use USB powered keyboard and trackpad (I don't use a mouse, just prefer a trackpad) I rarely if ever use BT for other devices but I occasionally use BT for connecting my AirPods. So for the most part, it just sits there in the background doing nothing as nothing is demanded of it.
