Can't display 24-hr time with a "0" (zero) as the initial numeral in Pages

I am constructing a table within a Pages document. Seems simple, but can't get it to display 24-hr time with a "0" (zero) as the initial numeral. The time "0900" automatically becomes "900." Can't find our how to change this.

You can create a custom Data Format from that Data Format menu. Select Create Custom Format…


On that custom format panel, give it a name as I have shown below, remove the existing formatting, and then drag and drop the hour icon, enter a colon, and then drag the minute icon onto the format field. Click each of the hour and minute items and set them to 00 - 23 and 0n respectively. Then click OK and you will now have a 24-hr Time Data Format menu item to apply to each cell.



In the following, cells A1 and B1 are set to the custom 24-hr time and cell C1 uses a custom duration units format of 0h 0m. The formula for C1 is simply B1 - A1.
