iPad withholding by business for 9-13 days

Is it legal for a business to withhold my iPad for 9 to 13 days, as part of their lost and found processing protocol? I have artwork within an app that is due to a client tomorrow. When I called the bus station headquarters, I let them know that I could see that my iPad was there through the Find Me app and that I was on my way over to pick it up. They informed me that I could not pick it up right then, even though they were open, and that I had to file a claim online. She went on to inform me that, it would take 2 to 3 days to process my claim and then 7 to 10 business days to mail my iPad to me…”provided that I am able to identify it accurately and prove that it’s mine”
