Updating an iPhone 7 to iOS16:

You Can't. iOS16 and later is not an option for your iPhone model (7 Plus). This is because it does not have the hardware capable of using it. Go Here: iOS 16 and iPadOS 16 are compatible with these devices - Apple Support

There are different ways to ensure the highest iOS that your device will support is installed on your device. When updating, your device will update to the highest version currently available that it will support, or it will just say it is up to date (and can't go any higher) and won't install anything. If you want to run a higher system version than your current device is capable of running, you need to buy a newer device.

iPhones 6S through 7, and SE(gen. 1), will only update to iOS 15.8.3

If you have an iPhone 7 Plus, and you want to run apps that require iOS 16 or later, the solution is to purchase a new iPhone.

The iPhone 7 Plus, which came out over eight years ago in September 2016, originally shipped with iOS 10.0. It received five major iOS updates, and can run the latest release of iOS 15 (currently 15.8.3). iOS 15 is the end of the line. No major version updates to iOS 16 or later are, or will be, available for the iPhone 7 Plus.

if you get a new iPhone, I would suggest getting one that is compatible with iOS 18. Already we are seeing some apps require iOS 17 or higher. Examples would be the Netflix app, and any UPI payment app (UPI = an electronic payment system that is apparently very popular in India).

You may want to further limit yourself to iPhones that support 5G cellular frequencies. I believe that those would be the iPhone 12-series through 16-series and the iPhone SE (3rd generation). There are some earlier iPhones – like the 11-series – which can run iOS 18 but which do not have 5G cellular radio hardware.
