Unable to open iPhone, requests TouchID for "SpringBoard"

my phone ask for my passcode and then says touch id required i press it in a gray looking box and my fingerpirint id request pops up and it says touch id for "SpringBoard" and i press my touch id and it goes back to lock screen and will not let me in my phone

Touch id my iPad always asks for a passcode to open it, just a fingerprint does not work can anyone tell me why please?
