I have seen other discussions but the solution does not work. I had all my notes on my iPhone and now they are on Cloud but could not move back to my iPhone, the “On My iPhone” section is grayed out and can’t select.

From the screenshot you provided I gather you have On My iPhone greyed out. When the "On My iPhone" folder in the iOS Notes app is greyed out, it usually means that the "On My iPhone" account for Notes is not enabled.

Thank you for providing a suggestion, I do have it enabled, which is why it shows as listed folders but can’t move anything from Cloud to those folders.
