Can't backup phone to icloud
I am unable to backup iphone even though I have 2GB free on icloud. How much does iCloud need then to complete a backup for the 5GB plan??

It will need enough free space to back up the data on your phone. That is most likely far more than the 5GB that’s provided for free.
You can either pay for more icloud storage or back it up to your computer.
