Unable to transfer cellular service from iPhone 13 to iPhone 15

i just got a new phone last night but when I try to put cellular in this phone (the iPhone 15), it won’t let me and I had the iPhone 13 before so it won’t let me transfer it. It says “unable to transfer” but I don’t understand

Data transferred but cell service did not I am setting up my iPhone 14, transferring everything from an iPhone X. The data transferred but the cell service did not. There is no Simm card in the 14. And, now when attempting to "setup cellular" on the 14 the two never connect. yes, they are side by side, yes the batteries are charged, yes both bluetooth are on, yes both have the same wifi connection, yes both are logged in to the same Apple ID account. How to I get this task accomplished? Thank you.

my new phone will not transfer cellular data. It says my old phone doesn't support esim transfer. Now neither phone works I have done all the transferring, however my Iphone 14 doesn't have a sim card. My old phone does, and it will not allow me to transfer as it says esim is not supported by the iphone 12
